The Utility Pack is an alternative pack for the Soldier. The Utility Pack is very similar to the Energy Pack, as they both initially provide 20 energy. However the Utility Pack's upgrades add a variety of relatively small bonuses. When fully upgraded, the Utility Pack provides 20 energy, 100 Health, 1 extra belt ammo, and 10% increased running speed.
Thus choosing this pack over the Energy Pack decreases your total maneuverability as it gives 15 less energy compared to an upgraded Energy Pack, but gives you a bit more skirmishing potential and (as the name suggests,) Utility. If you find yourself needing an extra grenade, choose the Utilty Pack. An upgraded Utility Pack (Along with upgraded armour) allows you to survive a direct hit from the Juggernaut's Fusion mortar or the Soldier's Anti-Personnel grenades. Both of these weapons do 1300 damage, the exact amount of health you would have normally. With the Utility pack, you would survive, albeit with only 100 health.
